This phenomenon is the bane of managers everywhere who are trying to introduce objective metrics to track performance and productivity, or to enforce a desired behavior.

Any system can be gamed.

Really, such systems work only when both the rule giver and the rule followers are on the same page, and will both work in good faith together to move the team forward.

I.e., perversely, they work only when they are not really needed. :-(
